Draft Air Quality Conformity and Consistency Report
The Draft Air Quality Conformity and Consistency Report demonstrates that Plan Bay Area 2050 and the Amended 2021 Transportation Improvement Program conform with the latest U.S. Environmental Protection Agency transportation conformity regulations and the Bay Area Conformity State Implementation Plan. MTC also has released the Draft Transportation Improvement Program, Amendment 2021-10 and details may be found at: mtc.ca.gov/funding/transportation-improvement-program/2021-tip/2021-tip-revisions.
Draft Environmental Impact Report
The Draft Environmental Impact Report (Draft EIR) for Plan Bay Area 2050 discloses potential environmental impacts of the plan’s projected growth and impacts associated with implementing the plan’s strategies across the realms of housing, transportation, the economy and the environment. The Draft EIR also includes the potential environmental impacts of the plan’s projected land use pattern and assumed transportation and sea level rise resilience investments. Furthermore, mitigation measures are provided along with the responsible party and timing for implementation where a significant or potentially significant impact may occur.
Draft Equity Analysis Report
The equity analysis for Plan Bay Area 2050 reflects on the equity lens approach used in the planning process and shares forecasted outcomes of the plan and its impact on existing disparities in the region. The analysis demonstrates MTC’s compliance as a metropolitan planning organization with federal requirements related to Title VI and environmental justice in the Regional Transportation Plan development process.
Draft Forecasting and Modeling Report
This report presents a technical overview of the demographic, economic, land use and travel simulation modeling that supported the development of Plan Bay Area 2050. This includes documentation of the inputs, assumptions and processes used to forecast future patterns and behavior, as well as a discussion of how these items varied for each EIR alternative.
Draft Implementation Plan Briefs
The Draft Implementation Plan is a compendium of one-page briefs for each of the Draft Plan’s 35 strategies. Each brief includes an overall summary, an assessment of strategy success factors, a recommended MTC/ABAG implementation role, draft MTC/ABAG implementation actions, as well as key considerations moving forward. These draft briefs focus on actions that MTC/ABAG are proposing to commit to.
Draft Native American Tribal Engagement and Government-to-Government Consultation Report
This report documents MTC’s and ABAG’s engagement and government-to-government consultation activities with the region’s Native American tribes during the preparation of Plan Bay Area 2050. Federal regulations require MTC and ABAG to conduct government-to-government consultation with tribal governments of federally recognized Native American tribes regarding MTC’s and ABAG’s planning and programming activities. Additionally, state regulations require MTC and ABAG to analyze and avoid or mitigate impacts to Native American cultural resources under the California Environmental Quality Act (CEQA).
Draft Performance Report
This report presents a performance assessment of Plan Bay Area 2050, including stress-testing of individual strategy and transportation project performance under different external forces as part of the Horizon initiative and an evaluation of the package of 35 strategies that make up the Draft Plan and accompanying EIR Alternatives. Performance assessment emphasizes the plan’s crosscutting themes of resilience and equity, enabled by new and improved techniques to assess equity impacts. This report also contains a summary of federal transportation performance monitoring activities.
Draft Public Engagement Report
A comprehensive program of public involvement activities is fundamental to MTC’s and ABAG’s long-range plan development process for Plan Bay Area 2050. This report details outreach and engagement activities with the public, local government officials and partners, and includes a federal Public Participation Plan that describes the public’s involvement in the plan’s development and engagement activities. The engagement activities ranged from one-on-one meetings to multi-lingual workshops to public hearings with the public, community-based organizations, nonprofits and private sector partners in each of the region’s nine counties. Due to the COVID-19 pandemic, virtual and telephone activities were incorporated into the public engagement program for Plan Bay Area 2050.
Draft Statutorily Required Plan Maps
This report provides a compendium of all maps required by state statute not included in the Draft Plan Bay Area 2050.
Draft Technical Assumptions Report
This report details the federal, state, regional and local revenue assumptions for the period covered by Plan Bay Area 2050 (2021-2050) across the areas of transportation, housing, the economy and the environment. It also documents the detailed description and assumed costs of all 35 Plan Bay Area 2050 strategies across the aforementioned four elements, including a detailed description of the estimated funding needed to operate and maintain the existing system of local streets and roads, highways, local and regional bridges and transit.
