Making Plan Bay Area 2050+ a reality is a shared effort. At the local level, this work is led by local governments and other partner agencies. This page offers tools partners can use to develop local plans, seek funding and take action to make a better Bay Area.

Plan Bay Area 2050+ Planning Areas

The following are geographic designations used to apply strategies and direct investments.

  • Regional Growth Geographies: areas used to guide future housing and job growth, selected based upon public transit access, local support, and protection from natural hazards
  • Equity Priority Communities: areas that have a concentration of both residents of color and residents with low incomes, or that have a concentration of residents with low incomes and other factors (e.g. limited English proficiency)
  • Priority Conservation Areas: locally identified, regionally significant areas to be protected and enhanced such as natural habitats, farmland, and urban green space  
  • Priority Development Areas: locally identified districts near public transit that are planned for new homes, jobs and community amenities
  • Priority Production Areas: locally identified industrial areas that are important to the regional economy and local middle-wage job growth
  • Priority Sites: locally identified, regionally significant sites that will offer homes affordable to people of all incomes, backgrounds and abilities

Plan Bay Area 2050+ Projects

The following are lists of transportation and resilience projects identified in plan. Note that the resilience project list is not subject to the fiscal constraints of the transportation project list.

Forecast and Modeling Data

The following are key modeling inputs and outputs for assessing the performance of Plan Bay Area 2050+ strategies and investments. Before downloading data, please review the technical notes, which contain important information on the methodology and limitations of each dataset.

  • Regional Growth Forecast: regional total population, households, employment and housing units available for years 2020, 2025, 2030, 2035, 2040, 2045 and 2050.
  • Sub-Regional Growth Forecast: households and employment by county and super-district available for years 2023 and 2050.
  • Transportation Analysis Zone (TAZ) Land Use: localized land use data, mainly for travel modeling purposes and not a formally approved plan deliverable available for years 2023, 2035 and 2050.  
  • Travel Demand Forecast: key inputs and outputs of Travel Model 1.6, the activity-based travel demand model used for Plan Bay Area 2050+ available for years 2005, 2023, 2035 and 2050. This is not a formally approved plan deliverable.
  • Emission Inventory: key inputs and outputs of EMFAC available for years 2005, 2023, 2035 and 2050. This is not a formally approved plan deliverable.

Financial Needs & Revenues

The following are estimated costs of plan strategies and investments (need) and estimated future funding streams available to pay for these costs (revenues).

  • Transportation: estimated needs and revenues for transportation strategies and projects

Plan Bay Area Consistency Checklists
